State-Appointed Receiver Recommends Pennsylvania Pay Off Debt Of Troubled School District.


The Delaware County (PA) Daily Times (8/31, Sullivan) reports Dr. Francis Barnes, the receiver appointed by Pennsylvania to review the finances of Chester Upland School District, has recommended that the state pay an $8.7 million debt owed by the district to charter schools so that the district can stay open during the coming year.
