Troubled Pennsylvania School District Files New Financial Recovery Plan.

The Delaware County (PA) Daily Times (9/15, Sullivan) reports Chester Upland School District in Pennsylvania has filed a new plan to “eliminate the district’s structural deficit and its negative fund balance” with the Delaware County Court of Common Pleas. The district is under court review because of financial difficulties and other problems.
