WHYY-FM Philadelphia (9/4, Benshoff) reports the Delaware Court of Common Pleas in Delaware County, Pennsylvania has ordered the Pennsylvania DOE and Chester Upland school district receiver Francis Barnes to “share information about an updated financial recovery plan” for the troubled school district.
