The state has the lowest average teacher salary in the US, close to $40,000, which is significantly lower even than its neighbors like North Dakota. The state also has low unemployment, so districts must compete for candidates with other employers offering the same pay range. The district successfully filled many openings for special education teachers by being diligent.
