The Philly (PA) (9/14, Graham) reports since Philadelphia School District outsourced finding substitute teachers to Source4Teachers, the number of classrooms without teachers has risen significantly. On Friday, only 12% of the city’s 456 vacancies were filled by substitutes from the firm. The contractor promised to fill 75% of vacancies initially. Some say the problem is that Source4Teachers pays substitutes less than the district did before pushing substitutes away from taking jobs in the district.
