The Notebook (2/29, Mezzacappa) reports that the Pennsylvania Department of Education, in a "major change in testing protocol," is "prohibiting" Philadelphia public school teachers from administering the PSSA assessment "to their own students," noting that the move comes "in the wake of concerns about cheating on state exams."
