Scott Walker (R) on Wednesday announced "the recommendations of the Read to Lead task force" he set up last year, noting that under the group's plan, "all students entering kindergarten would be screened to see how well they can read, and teachers will receive more rigorous instruction and be held to higher standards for teaching reading." Walker called it "an 'aggressive plan to improve reading outcomes in Wisconsin.'"
The Wisconsin State Journal (1/5, DeFour) adds that the group "also recommended enhancing professional development opportunities for teachers and creating a public-private partnership to rally businesses and nonprofit organizations around the goal of ensuring all children can read by third grade." The report pointed to declining reading scores in the state in recent years.
