However, Secretary of Education Arne Duncan "pays lip service to the public desire to overhaul the law. He recently said that NCLB has been too narrowly focused on standardized testing, yet keeps pushing for states to use student test scores as a 'significant factor' in evaluating, tenuring, firing and paying teachers."
